this also happened to me its cuz u have too many crew recruits or at least thats what was wrong with mine

Either you have not selected the ship you want to put the BO on (via the SHP button below the BO's icon)
Or you are over maximum displacement
Or you are trying to put him into the wrong spot. He should be there where the FCS is.

You have a CL Ship that is level 34 to get ?

You have a Bridge officer level 34 and a ship ?

You have a Bridge officer level 34 and are trying to....?

Try detailing better, shame your english seems lacking, although not entirely your fault most likely.
