Q re getting German ships

I have german sailors but cant see any ships in the German dock, ideas?
They are all over L12 and I have a BO (german) as well.
I'm confused.

You must click the 'SHP' tab in the lower right of your BO. From there, you can select his next ship. Then you can buy a new ship.
