I can write a dissertation on how experts are earned through AA, but I guess it
will be too complicated. And you will find it too long.
In short. Generally speaking, the one with the highest lvl(number of crew) will
receive usually more than a lower lvl, if and only if, that highest sailor do have
a same ratio of rookies/total crew.
This situation can be considered true on a long term observation.
But then there is the random experts gained, and given randomly.
There was a day I remember reaching 300+ sailors while some were still in
the 220.
