You are taking into account only battleships. That is, if all the other players would experience the same average waiting times as BBs do in gb2, gb1 would in fact be a better choice. But because there is an abundance of BBs, CVs and others can (most of the time) just join an already almost full room. The better choice for them is obviously gb2. CVs therefore dictate the course.
Players do try setting up gb1 rooms and initially some of the others (BBs) join. But it soon becomes obvious, that filling the room with CVs would take an eternity. This demoralizes the less determined BBs and they leave, which leaves perhaps three determined BBs to wait 10 minutes until the room is disbanded.
The only gb1's I've seen and witnessed starting lately are the ones sponsored by the Chilean fleet, which is a nice move by them. 4/6 CVs were theirs and the game still started in the last minute.
