Hey guys , I was doing some research and look what I found,
You know how we have suggested/ asked for a night-time battle mode?
Well in the JPN server, it appears there is an event called the "Star Festival" where there ARE night battles and other interesting things... This was found on a japanese site:

七夕イベント開催期間中はエリア12、エリア18の2箇所にルームを作成すると、通常のマップとは異なる夜間戦闘マップが展開する。
●七夕イベント開催期間中は設定が変わる！
■戦闘時に水兵は死亡しない。
■士官試験の成功確率が上昇する。

So it appears that during the star festival, 2 things happen besides night combat maps.
** When fighting the sailor does not die.....(No critical hits?)
** Success probability of officer test rises.....(Vet conversion rate is increased)
Also, I guess that when u recruit a sailor during this event, it will be this "Tanzaku " item, that allows you to play night battles/ partcipate in the festival?

here is a screenshot of the Star Festival in JPN server, notice it even has the moon's reflection on the water :)
