You need a British BO and ship with British guns. Place the BO on the ship bridge
and british arm sailors on the guns and torps. That should allow you to shot the
guns and torps. Then as said above place the netural in a support slot.

If you need to know how to make a BO or get a ship refer to the help guides I think
they cover all that.

I cannot upgrade that sailor because when I enter the battlefield I have no guns or
torpedo's that work.

Neutral Sailors can't control UK guns or torps, or any National guns or torps.

Use your unnationed sailor as support. Those nationed sailor, use them as gunner.
Then your problem can solve.

you have to wait until that sailor turns lvl 12 until you can change the nationality
