When you can get a CL all depends on what nation you are. If you didn't check trainworld
yet, it's lvl 27 for the british (Dido), 28 for Japan (Agano), 29 for Germany
(Koenigsberg), and 30 for US (Atlanta). You should prolly have at least 250k creds b4
thinking of buying one.
