Why i can not trade the japan sailor with my friends ?
No one is stand by.
So i can not choose them.
But in my friend account he choose his sailor and sell it to me.
I have 50000 points and credits.

No you can not trade Bridge operators.You must make your japanese soldiers
specialized.Exaple-Support ,Gunner,AA Gunner,Torpedo Man ect..

they MUST be specialized

and trading sailors causes a tax... be sure you have enough points to cover the tax as well

You can't train unspecialized sailors. They must either by lvl 1 to 11 neutral, or a
nation sailor with a specialty, liek Armament or support. And no you can't trade BOs
