1. Harbor Assault beta has been added. (Test mode for 1 week)

HA test configuration:
1) If the user cancels war declaration, the user cannot declare war for 1 day.
2) Maximum investment amount for harbor productivity and defence power is limited
to 700 credits per day.
3) War declaration cost: 0 Credit, Victory reward: 0 Credit.
4) Harbor Assault schedule

*The times zones depends on the Harbor. With exception of Tokyo harbor, which
follow the PDT time zone, each harbor follows it's "real" timezone.

Hamburg: Time zone: UTC/GMT +2 hours
London: Time zone: UTC/GMT +1 hour
New York: Time zone: UTC/GMT -4 hours
Tokyo: Time zone: UTC/GMT -7 hours = PDT

Sunday : War declaration allowed.
Monday : Harbor Assault progress.
Tuesday : War declaration allowed.
Wednesday : Harbor Assault progress.
Thursday : Cessation (War declaration not allowed)
Friday : War declaration allowed.
Saturday : Harbor Assault progress.

5) The Harbor Assault test mode is completed on October 26th.
After it's completion, all harbor information resets.
