What'd be the point in levelling more than one nation?

quality over quantity is somehow key in the HA's.

TBH if you want limits play league games, if you want the option to choose anything
you have levelled then play HAs, restricting what you can and cannot bring to HAs I
would see as counter-productive, hardly worth using 6s in any public rooms so HAs
tend to be the only time they get some decent mileage.

Besides it was Agilas first HA and theres many things they should have done better
and can do better and Im sure that they will improve by the time of their next HA.
