A seaman is most useful when you have an incredible one (lvl 100+, over 250 vets) and mid-level pilots. The seaman will enable them to act much higher level than they really are, letting you hang tough in dogfights with higher level pilots.
The seaman still doesn't affect the ability cap, though. when the pilots cap, they cap. A seaman will cap your pilots earlier, but if they're already capped, a seaman does very little.
No idea about the AA resistance, though. It makes sense, but that's news to me, and I've no idea what the cap on that would be.
