Indeed, all the EBB5s, like the Giulio Cesare 1940, are level 96.

I got Guiolio 1914 and 1940 but my BO is only lvl 90, gotta grind with 1914 first!

Work as intended. It's to prevent turning the stock ship from being useless.
You level the stock, then get on to the EBB.

Unlike in the past, you get the EBB3 without bothering playing the stock.
