Is it increasing or decreasing speed for SN? Which speed is it refering to, the normal speed or both the normal speed and OH speed?

It's most likely a fix for the speed changes when the testing team adjusted the displacement values to change durability.

The OH speed is based off of the base speed if I remember right. If you change 1 you change the other iirc.
