should think about getting an emden and a pair of AA gunners even if it will be the only german crew you will ever have.
I have a similar getup with an emerald (6 free slots to train). trained dozens of sailors of various nations and jobs from 1 to 40s.
From there I swap them over to a pensacola (or moltke hence emden from before). Gotten a crew to 75 without a single guy sitting on a ship of his line.
if you have one, local whoring in a oyodo or mogami in GB2 yields tons, hang out near the north border and shoot border humping bomber waves.
BW in blitz works.
if you are starting a new nation, ASW can get you from lvl 1 to 30 in a day or 2.
if youre starting a new acc, the super yamato mission can get 9 sailors from lvl 1 to 12 in 6 minutes.
