Just like the other EBB 5.5's it has cloned lvl 100 guns and lvl 110 guns.  They are level 115 for both and the triples are identical to the sov triples.  The quads are decent but have less range.  Otherwise the triples maintain L2 range.

It has 9 support slots like the other EBB5.5's and will maintain 37 knots with quads or triples.

The soyuz triple are also L2 range? Can proletariat go 39knots ever ? Or 37 is capped at?

soyuz triples are also L2 range, you might be able to get it to 39, if you gimp your crew bad enough.

The Proletariot triples are basically clones of the Soyuz ones. There's pretty much no appreciable difference. The quads have closer to Monty range and longer reload. They also don't hit as hard on average as I'd have thought - they seem to have rather light shell damage.

As said, if you're getting it to 39 knots, you're either seriously gimping or working miracles. Most SN BBs are quite slow outside of World at War rooms.

Have any of you seen Profelariat with 39 knots? I've seen some soyuz going 39knots though no doubt.

no i have not and if they are they are doing some crazy things to crew or magic in game.  we made sure when balancing it to not allow it to go 39.

Just EBVE and put more vets on those eng and you will get (With standard setup and 4bind HE 1bind AP and 4 level 115 scout)

However, that's not a Proletariot. He is, as should be obvious, speaking about the Proletariot, and is saying that the testing team specifically worked on making it far harder to attain 39 knots on.

You want specifics, here are some:

Speed capped, a Proletariot drops to 37 at 62,200 tons. With the quad guns, full ammo, 0.2 belt, and 50 bulge, it already weighs in at 60,539 tons. A +15 BO with 200 vets (mine) weighs about 235 tons to get full sight range. My gunners weigh 335 tons each. 484 per engineer. Even with just 2 engineers, you're over, and that's before adding the scout pilot! Even cutting 2 binds per gun only gives another 1175 tons, enough for 2-3 sailors. Using the trips only cuts another 712.5 tons (200 per turret & 7.5 per bind), leaving you still with 5-6 crew slots unused.

Thus, to attain 39 knots in this ship, you have to either severely skimp on bulge AND reduce ammo AND leave several crew slots unoccupied, or cut a turret and do some lesser extent of one or more of the above. It is designed to not go 39 without huge sacrifices.

You mean that Soyuz is a better ship than Proletariat. Same gunrange but better speed on Soyuz.

No, they're about equal. The Soyuz also requires significant sacrifice to go 39, just not quite as extreme as the Proletariat. And frankly, even on the Soyuz, I'd argue that the sacrifices needed to get those extra 2 knots aren't necessarily worthwhile - with the ship's basic strengths and weaknesses, 2 extra nots isn't that helpful. At least, not to the extent it is for, say, an Alsace/Thermidor.

The Proletariat, with the extra crew slot, also gets longer overheat, an additional scout, improved repair, or some combination of the above - not an inconsiderable advantage itself.

Again, the ships are about equal, so it comes down to play preference as to which you prefer, but that's on you, not the ship itself.
