This was already stated to be possible with massive skimping in my review thread. Cutting the rear turret, having an empty slot, and loading 2/3 of the remaining support and T slots with "light" sailors (effectively the same as cutting another 3-4) certainly meets that criteria.
But, it can be fun that way, so enjoy!
