when you promote your spec force to rookie, they get +4 aircraft which is useless but get -2 in the useful stuff like support. It is ok to keep them spec force until you hit ftr or bomber.
best way to lvl from 1-20, just use any ship under 60ish in GB. Even a PCA will give them a level's worth of exp per battle so the level difference exp cut isnt even visible.
from there AA is the best bet for pilots to gain experts. At 20~35 an ECL will give them a level per win. Emden is obvious but I prefer Emerald for the extra support slot. From there load them on a moltke and AA until lvl 75 so you can use t3.
since you have ijn, i suggest sticking them on an oyodo and then mogamiCV depending on their level and local whore in GB. Camp near the north border and kill borderhumping bombers. Load locals in pairs and return them when you run low on fuel (you only get 10 or 12). Dont worry about not being able to kill high level fighters cuz youre not a cv, just return your fighters and wait for easy kills. This will give nice creds and exp.
