I would like to suggest that you ban all big ships i.e. CA's, BB's and CV's from carrying hedgehogs AND in compensation allow escorts to fire hedgehogs at submerged submarines in addition to surface vessels.   This might encourage big ship players to own a few smaller ships, which they would have to train up in Blitzkrieg.
