If classed on time, almost a certainty. If you click the 'RCT' button it will display your Vet|Exp|Rec and on the far right some percentages. Add those up to get the net effectiveness of your crew. Fill your recruits if necessary. Multiply that percentage * Number of crew * Displayed ability, The result is your 'True Ability'.
Accuracy cap was (and although changed the difference is not much) 4706 * Gunners' level + 1000000
If the result of the first calc is equal to or greater than the second, your gunners are capped. Generally with 100 vets, full experts, boosted, and +10 base; the last class to reach the cap are UK Rel Gunners around level 85.
