How to check if seaman really works? Have somebody empirically checked this? Is it worth to exp and vet a seaman?

Some years ago they worked AFAIK and it contributed around 2-4% to each ability to each sailor. 
Normally it was only used on fighter CVs to max out the fighter ability. BBs better use another engi or repairer in that support slot.
How to check.? On a BB your guidelines should become longer and overheat time a little increased (is shown in port above sailor list). But the seaman needs higher level and vets/experts to see a difference.

Any arguments for that? I would never use a seaman no matter how much crew/nations/ships i possess if i knew that seaman simply doesn't work. Maybe it could be a placebo effect but that's not enough for a belief that something works to make it a practical use. Especially for fighters where you can't compare the dogfight power so easily.

Its been a staple sailor on a FW CV as far as I recall. Almost every fleet-related guide I could remember always recommended at least 1 if not 2 seaman on a true FW'ed CV like KM/US/RM.
