So I'm a new player and I've been grinding the Soviet line, I'm at the Rurik atm, and I thought that i'd be usefull like being an AA ship or something like that, and its god awful, my question is is there a nation tree whose low tier ships dont suck? or am I doing something wrong?

Every nation has it's pro and cons. If AA ship you going after. Try KM line Emdem.

Simple answer: You cant make Rurik usefull. Simply die till you reach new ship or use Pallada for aa. Kirov will have some good tslots (4 each side) to install minizini for aa. But dont expect much out of sn aa.

Use SD-2 guns (doubles) for AA in Pallada. Rurik is a cruiser, it is a transition ship, it cannot be useful. All ships up to BB3 are sucked in GB against high-level BB4-BB6.

As said before low tier AA ships with at lvl crews are a pain to use effectively.

If you really want to try & impact the game outcome I'd try to go for a asw role, with HH you can do some good defensive sub hunting which will most likely have more impact than trying to shoot down a scout or bomver with spread out AA without reload (that'll get better,  but by the time its usefull your expected to shoot bb's instead of planes)

Knowing your HH angles will also profit you in bb (since bb1-3 can feel similar to your ca for a newplayer)
