Have the same problem, disabled antiviruses and firewalls and made exceptions to steam and navyfield files itself but still not working.

Got it working again!

I uninstalled everything and after that disabled antivirus program and firewall completely and then I downloaded and installed all again. Got it working but in full screen the screen left lower side flickers :)
