Restore ability determines your SD, this is contributed by all sailors (assuming they have Restore ability, some will have little to none because of negative Restore growth after classings).
On the last page of adalberts ability guide in the old forum data in the tips and tactics page explains how it works as well as the formula for determining it.

SD replenishes over time. If you take a hit for 90%, back off and repair to 90% DP, you can then take another hit for 90% of that new DP and so forth. In other words:
Start at 10,000. Hit for 10,000 and you will burn/repair back to 9,000. Now take a hit for 9,000 and you will repair back to 8,100. Now bear in mind if you are getting hit by something that can do serious damage, you will not just get hit for 10,000 but rather more elminating your 1,000 DP, your 900 SD and additional DP.
