To me, the CV needs to run 1 of 2 roles as it's primary function:
1.)Scout the enemy BB's - usually done with FTR's as they have better sight range than bombers 2.) Keep enemy FTR's off friendly BB's so they can scout themselves.
Now, HOW this is accomplished is up to the CV player. If they want to bomb the enemy CV's so there are no FTR's to worry about, GREAT. As long as they actually accomplish this mission and don't get the bombers simply eaten by the enemy CV. Too many times I find myself in a BB, unable to launch a scout because the enemy FTR's have me capped. I need the CV to step in at that time and help scout. If they can't because all they have are DB's or TB's AND they fail at sinking the CV that has the planes over me, then our team will lose, no matter the skill of the BB's on our team.
I will say, many times I have seen plenty of BB fail play as well. Enemy is perfectly scouted and BB's rush out piecemeal and get themselves sunk. NOT THE CV'S FAULT. It needs to be a balance. I think the main complaint that most BB drivers have is that a BW CV, while capable of inflicting plenty of damage on the enemy, cannot stop a BB rush, while a BB with sight can, due to faster attack ability. THAT'S WHERE CV FAIL COMES IN. Playing as an individual simply to get attack instead of helping your team get a win(and more XP for themselves in the process).
Scouting CV's simply provide more help for their team on average than a BW Cv does. Simple as that. And thus the attitude that BW CV's are fail.
