Let's say you have a sailor with 100 experts and 30 vets. Let's ignore level and simplify the forumla a little bit and say he has an ability of 220. (100 + (4 x 30))
If you spend 3 $US on a boost, you're pretty much operating as if you had 120 experts and 36 vets, which is a simplified ability of 264. (120 + (4 x 36))
But if you spend that same 3 $US on 100 experts and 2 vet conversions instead, your simplified ability is 380. (180 + (4 x 50))
Boosts do indeed get better as your sailor gets better, but this example is just to show that adding vets to a new sailor is a quicker gain of ability than adding a boost. Eventually you'll want BOTH, but do the V and E first.
