And this should not affect noobland hosting either.

well then Obst lets make it 15 so they stay in noob area?

And what about noobs coming to area7? They could not create habitats
with a low enough cap to take them the fear of losing.

If anything, restrict the maximum capped level you can host.

eg. a level 15 could host a level 30 capped maxed, a level 20 a level 40 maxed
and at level 25 you can host uncapped.
