Patch 1.213

1. Players will not gain any more Expert sailors by attacking a friendly ships in the
Mission Rooms.

2. Players cannot write more than box size on Radioman Memo function.

3. The panel which shows the Player's current account status has been added on the
Ship yard and the Battel channel.
