NoCar + Good hitting power + Good AA (better than SoDak) - Bad spread until your gunners are about 83 or 84 - Not as fast as SoDak - Bigger than SoDak, and easy to bomb - Fragile - BB2 range
As you can see, the SoDak and the NoCar are fairly similar, but the SoDak enjoys advantages that the NoCar does not. Pretty much the only area where NoCar is better off is in terms of AA. But that's it.
I don't know where Celtic is coming from with "avoid rushers." Both of these ships are fairly good at dealing with rushers, because of the 40 degree max angle of the guns, and their relatively good speed. That, and SoDak/NoCar have the best AP in the game. Armorwhored, rushing Nelsons and PoWs should be your best food as a NoCar/SoDak driver. Just let them commit, then turn away and pound them. If they're smart, they'll give up the chase. If they're stupid, they'll follow and you'll kill them easily.
