Pacific Standard Time. (Mar. 12th, 06:00 -> 09:00 GMT/UTC time)

One hour extend patch time due to finish the server trasnfer event. Server may be
opened little earlier or later depends how it will be worked.

1. PS class ships will be able to enter CA/CL Select Mode rooms.

2. Mission information will be shown even if the player does not qualify the mission
limit on the mission room list.

3. Univeral Server Rules will be altered.

4. CV players will not be able to use 9 or more aircraft sailors on the CV.

5. The back ground shown black on the ship information in OP convoy has been fixed.

6. Event BB class ships will not be able to enter Blitzkrieg.
