Patch 1.258

1. Rules for Harbor Assault will be changed.
- Tax for declaring Harbor Assault has been added. The amount is 8,000,000 credits.
- When the attacking fleet fails the Harbor Assault, the fleet will recieve a 2 week
penalty in declaring a new Assault.

2. Armament sailors will be able to use Hedgehogs.

3. For CVs, Fighter's attack will be counted as a successful attack which will earn
100% Exp, instead of the 30% penalty patched last week.
