Short answer: read Ljsevern's crew guide sticky.
Long answer: Roll a bunch of sailors then only buy elites if you no longer want/can roll others, rolled are often better. It's better to waste cash on boosts, experts and vets, than on elites BO: roll 2 BO, stats: 13+ pot, 10+ restore, 10+ repair, elite is a waste and very suboptimal. Gunners: roll 4x 12-10+ or 11-11 gunners, make them all reload gunners, elite accuracy gunners are ok. Engineer: 6 x 12 eng with ideally 10+ in rest and rep, elites are a waste imo. Repairer: 4x 12 repair with 10+ restore, elite repairers are ok. Scout: if you plan on leaving it stripped, any stat will do, if you leave it fully crewed and bve'd : get 10+ bomber and 10+ rep/rest.
If this is your first nation definately get 2 BO and level them up simultaniously along the 2 different lines. A full crew has so many sailors to level, the support sailors ( who already receive less xp per game than the others) will fall far behind your BO and gunners, limiting the abilities of your ships. Also at BB level you will want your main gunners ahead of you BO as much as you can, the right guns for a ship are always higher lvl than the ship itself. With 2 BO your support will eventually be at the level of or even higher level than your BO's, Gunner level will be well above BO level giving you a much better spread.
