Patch 1.271

1. The cloud effect will be changed and now ships that are totally under clouds big
enough will not be shown to the opponent team's sight. These ships can be
detected if an opponent's ship or aircraft comes really close towards the cloud.

2. The ability cap will rise, and now sailor ability that were capped will
show better effects than before.

3. Elite sailors (execpt BO) will now be tradable in the trade room

4. Sailors without classes will not be tradable in trade rooms.(including Elite sailors
with out classes)

5. Sailors without any classes will not recieve Exp starting from Lv. 25 and further.
