The 8" trips on BB would only work in Blitz. All GB games require BBs to carry guns 11" or larger.
In most cases, 8" trips on Revenge will do wonders in Blitz. Most people are not focused on using range or running. And given the number of DDs and such, it could simply be that no one cares enough to bother using range.
The advantages of using 8" in Blitz is that, if you do block--usually +12 BVE gunners, RLD or ACC, will be able to block with BB FCS--you will be able to dish out quite a bit of damage accurately and slightly faster than the BB guns. It also tends to scare other ships away.
The disadvantage is if someone is smart, they will be able to range you, and use that effectively against you.
When I was still in Blitz, I used the 8" trips on my Revenge and speedwhored it. Going at 42 knots, I was able to catch most BB1s rather easily. The key is to either bait them, wait for them to make a mistake or get distracted, or to sneak up on them. If you know your angles well, you'll be able to hit all 12 shells on the BB1 at your max range (which is what you should be doing to every ship as often as you can), and then get in closer to him and keep firing away, giving him little chance of surviving even if he runs. The biggest challenge arises when you face off against Moltke or torps, or the slim possibility of a skilled Pensacola player. The downside to using speedwhore Revenge is that you won't be packing much buldge or any other sort of armor, so you can't tank. And even if you are a speedwhore, Moltkes will still most likely outrun you and outrange you at the same time. Simply put, Moltke is just an imbalanced ship. You must treat it as your biggest threat and fight it with as cautiously as possible.
The alternative to SW Revenge with 8" is armorwhoring it. Since I've never been an armorwhore beyond County, I can't suggest what setup is best. This you'll have to figure out from others or from your own experience and play style.
