What are scout planes for on a CL?

What are scout plane for? when i launch them they just fly around in circles.

They are for use to scout. Press the number under the plane, for example 1 for the first
plane squad and click anywhere, like you would a ship. Just remember to click somewhere
else once done controlling to control your ship again.
