just a quick question about the sailor tree, there are some that are crossed out (like
ground crew) are they old or comming?

I've seen screenshots floating here and there of people who have Accountants or
whatnot. But it's been a very long time since I've last seen them.

before you lock...
from what I have heard.. they were never activated and SDE has no idea what they were
originally supposed to do.

Sailors that are crossed out are bugged, and not available for classing in the game
because of that.
They may or may not make a comeback in the future, that is entirely up to SDE.
