AA will help on the CL's, but since your goal is a CV, I'd say get the Oyodo as soon
as you can. Even with low lvl pilots it will give you an idea of CV play, it has more
slots for crew than any CL and will earn decent credits. And an IJN advantage is to
lvl 2 BO's for both CV lines and lvling some of your pilots with each bo so that you'll
have a well leveled and complete CV crew ready to go when you get to the real CV's.

AA. The Tsukikei and Yubari are both capable of fitting the dual 3.9" L (usable by
armament sailors, support sailors, special forces, regular gunners, etc.) with plenty of
ammo. Or for that matter, dual 4.7" guns with nigh-infinite ammo (though you'll need
AA-classed gunners to use them). Later on, the Mogami (with triple 6.1 if you have a set
of regular or AA gunners) will be an option.
