For AA angles check the thread called "What's your golden angel"... It's a funny typo.
I think I remember the angle for dual/trip 6" guns is around 33. Start there and try different ones to see what happens. I've run the two-BO method as people do for the UK, and have both the Emile and the Jeanne. The Jeanne is honestly not that bad. Just lvl your gunners up past your BO (run them on another nation's AA ship to get XP and experts), and once you get the dual 6" (not 6.1) at lvl 36, the 6.1" duals won't have too bad a spread.
"you're outgunned by a DD3", umm, not last time I checked. The dual 6.1" have stronger HE attack, and while the reload is slower, it also allows for better aiming. Use manual.
The thing with the french CLs is that the R front and back slots are so far apart you HAVE to use manual to get any kind of aim proper, otherwise you'll keep missing the smaller ships.
Another thing to do remember is that the range at angle 40 is the same as that at angle 25. Only difference is the spread is noticeably tighter at 25. So stop whining and play the ship better. Nobody said France was going to be an easy nation. Now man up.
