Did you mean "radioman"?

If by "Radar Man" you meant Sonar Man, it lets you spot enemy submarines (at
longer range) if you're in a FF/DD/CL/CV or lets you see enemies when submerged in
a SS.

There is no radar man in NF.

The planes man allows you to refill the air faster from a submarine.
