Well, heres my attempt to summarize.
Recruit/Expert/Veteran are sailors in the SAILOR himself(example: Gunner)
Normally you are advised to fill up your SAILOR with the sailors recruit/expert/veteran. This will start to add up ability for your gunner and can be calculated to find True Ability in Adalbert's guide.
Recruit/Expert/Veteran add tonnage to that sailor, so a Gunner with no sailors at all would have 0% ability and weigh 0 tons.
When you add recruits by clicking on the RCT button on the bottom left corner of your sailor the menu will come back. You can add and remove recruits, which cost points(which may be a problem at early levels untill you can make alot of your own points or have someone nice to donate).
Experts add ability, and Veterans add even more ability. If your Gunner is not maxed out on sailors the missing recruits will decrease some ability from the ability you already have from the experts and veterans.(You will never have negative ability)
There is sailor death, which kills all 3 types of sailors. The most common will be recruits(not a problem), then experts(not as bad), then veterans(the worst especially if very often.)
Your recruits will convert into experts automatically from playing the game(anti airing planes is the fastest way.) Also you can convert experts to veteran by groups of 10 which cost points and has a success rate which decreases(by the higher level and more veterans?)
You cannot gain experts from missions
