Thanks, but how do you get your experts so high and your recruits so low and your
vets so high? I mean sometimes I try and it says failed to gain vet or something. And
also should I use the deck gun for anything?

Reducing the number of recruits on a given sailor reduces his true ability (in all areas).
There are situations where this is not an issue (lightening reload-capped sailors,
shortening lines to ease in BB aiming, ghosting BOs that are on TWs/Subs/CVs to save
weight, etc), but they're special cases.
