I've seen pritchett's engineers. He's posted pictures of them on these forums many times. I've also seen his Nebraska in game. It didn't go 40 knots then and I doubt it goes 40 knots now.
Short of ghosting 5-7 sailors on the crew, it is impossible to get a 40 knot Nebraska out of the harbor.
Now, if he has done that since moving to MO, more power to him. However, that would involve ghosting more than just one or two sailors. Personally, I find it idiotic that someone would ghost 4/5/6 sailors on a 115+ crew just to get an extra knot out of a ship.
And, well, I have tried everything. I've borrowed super-vetted sailors. No amount of super-vetted sailors can break the game code.
Also, I agree. There is no point in arguing. The ship has a speed cap of 23/39. I played against the ships on the test server when ONF was balancing them and they went 45-47 knots or whatever it was. I remember getting the Nebraska after the patch and running around at 40knots for a whole day. I remember the post from Obst saying that he and Gruven felt that the current BB6s went too fast and the patch info that stated the speedcap for Nebraska would be lowered to 39.
There is no viable setup that involves a 40 knot Nebraska. The only possible way to do it is to ghost a majority of the sailors on the crew.

With a BO, main gunners, and 4 engineers...I can go 24/40 with 4 binds of ammo and no belt/bulge.
Now, assuming nobody is going to ghost those sailors, that leaves 7 sailors that need to be ghosted. That crew must have a spectacular repair rate.
