The person who was in charge of the vet gaining system has left the NF devs team and didn't bother to tell anyone how it works. However the current devs team should easily look over the system and make changes or completely redo the system all together.

I think its one of the programmers who did NF originally. Trying to make it harder as someone levels up. I heard that the person or people left after NF was all done and Team NF can't do anything. Well, that's what I think though.

I have tried well over 30+ times on my crew that I use regulary and not get one conversion. However, today, on one of my repairers I converted 3 times in a row... I have asked the devs team to look over the vet gaining system and suggested a newer/better system in the suggestion forums. I am still clueless as to how the system works however the mods all agree that after lvl 40 it gets harder and harder to convert and at lvl 50+ it is next to nill to convert.

I wish they will look the system over and make some changes, or just come out with a system like what I suggested.

AS for a suggestion, try 2 times on each sailor. If both times converted then try a third but no more. Also, try to convert on the sailor you want to convert the least first, and the ones you really want to convert last. This was suggested to me but I forget who. Reason being is the more attempts in a row the higher the chances of converting. Thus if you do the sailors you want to convert the least first by the time you get to the sailors you want to convert you will have several attempts already and it'll increase their chances....

ive onces burned about 300 experts and not get any vets

....its random...if it got to 50 times I think that wouldnt happen..i would be pissed too if i couldnt do it for 25 times..good luck (literally)
