try experting till u have 50-60 rookies, after that number is really slow to make new
experts. When u reach that number keep burning 10-40 experts, and bring the number
back to 50-60 recruits. If you are lucky you will get some new vets, and you will still be
able to burn them with vet conversion events.

remember that the maximum expert gain is when there are a lot of recruits, the more
the better. So a sailor with 0 experts, 100 vets, rest recruits, has the best expert gain
per game(still u need AA to maximize it). so burning them everytime u get 10 experts
would be another option, thou leaving you with a sailor under 100% ability in the
meantime.

What he said, 200% events are good, but 300%'s are rare but better.
