I've seen QEs running with 14"Ds, but I'm really not a fan of that setup. The 14" Ns on the KGV/POW has about the same range as most BB1s and given that the Ds have even less range you'll probably be the BB with the shortest range out there, bar none, in fact I wouldn't be surprised if a moltke ranges you in that setup.
QE is also a little slow, it's not too bad on its own, but compared to POW's 45-47 knots it's definitely not enough to compensate for the severe range deficit. The last thing you want to do is to chug along in a QE trying to make up 4 inches of ground on a BB pummelling you with shellfire. You'll be a submarine before you even get anywhere close.
On the other hand the 15" MKIIIs are a beautiful set of guns. True its spread never gets much better and the reload can be agonizingly slow, but when I did my range test I could almost outrange a South Dakota, not to mention they pack one hell of a punch (in one extreme case, I one shotted a monty in my QE, a full 60k damage in one salvo).
I don't have much experience with the repulse, but it does have a lot more speed than QE so it MIGHT work on it. However, by doing so you're reducing yourself to a ship comparable to the Alaska with less range and firepower, now given how tough it is to play the alaska as it is I'd imagine the repulse with 14" D to be about as painful as being keel hauled.
Make no mistake, if you went the QE line the 15" mkIII will be the longest ranged guns you get up to L1, and personally I liked them so much that I didn't spend that many games in the KGV/POW on my road to L1. So yes, the 15" has its flaws, but it's probably better than anything else you'll get for quite a while.
