If you properly classed them when they were able to be promoted, then they're fine. I don't have a growth table right in front of me but 1095 seems about right for that level, I think.
If you fully BVE, you'll hit the acc cap in only a few more levels, probably right before or right after you reach 61 and can't blitz anymore. If you don't BVE, it will take longer, but you'll reach it eventually.
Even if you fully BVE, you won't hit the rel cap probably until you're in the Lion 2, or almost in the Lion 2. The reload cap is a lot higher than the accuracy cap is, so UK acc gunners take a lot longer to reach the rel cap than vice versa.
Acc gunners hit the acc cap very early and the reload cap very late. Reload gunners will hit both caps around the same time, in the late 70s or early 80s, assuming BVE. I'm inclined to say that Reload is a better choice, since you'll still have capped acc by the time you get the PoW/Nelly and you will have much better reload times than if you classed acc. But the tradeoff is that of course you can't blockshot in Blitz and your spread in the early BB stages is a bit more erratic. But the spread with BB1-BB2 guns is going to be pretty lousy no matter what until your gunners get up to the 80s, anyway, and the better reload time helps compensate for this.
But, that's just my opinion. You do what works for you. Your gunners seem fine. As long as you classed them on time, don't bother with a new pair unless you really can't stand the slow reload. Just practice your angles so you can make your shots count.
