Janz, deck armor tends to be all or nothing versus shells. Either you have enough to bounce the shot or you don't, and there's no measurable reduction for having "almost enough" to bounce the shot. We tell you not to bother, because no US battleship can carry enough deck armor to bounce the shells of another battleship. (The only two ships who can are New Orleans and Omaha, and then only against 8" cruiser guns.)
Now against HE divebombers, there is SOME reduction in damage. It hasn't been thoroughly tested though because incoming shells are generally more of a threat than dive bombers.
And I'm a firm believer in the well rounded armor myth of crew protection, myself. =)
