Depend on how much you BVE them.
For regular BVE, (109 vets, full expert boost) acc/rel/rel is the best.
Simply, you get the acc early, so it rank up and allow for great blitz performance. You wont block before you are out of it, but you'll get decent spread out of the box with all guns up to CA. The 12" at level will be a bit more random tough. But you hit the acc cap in the low 60s still.
If you plan on going overboard with vets (like I did cuz of the event :P) rel/rel/rel is the best. But you might suffer a bit from it if you go NH line, as you hit the 40% vet limit at that level that is 109 vets. You will however catch up with acc/rel/rel in the mid 50s due to the true ability added by the vets once the cap gets a bit easier on you.
I actually chose acc/rel/rel even tough i was planning to go overboard with vets for that reason. Allowed me a great HAW atlanta that could fit all its shell in a CA at max range.
If you however dont have the money/dont wish to spend in that game, then you should go acc/acc/acc. You will want to get your spread under control the fastest you can, and even that way, you wont get the acc cap till probably the mid 70s. Hitting the rld cap will also be a bit hard. (think high 90s to low 100s) (i calculate even a free player can get bout 80 vets on the gunners the natural way, and 200 expert).
In my experience, most people whoever end up BVEing their gunner at BB stage to enjoy them better.
