Unless you have multiple scouts in the air, the most the scout can drop is 1 mine.

The scout need the max attitude, then now u press "." key and now the scout drop the Mine,
Before u needed add Scout in what ship u r using, after that, in the right a-side of scout
(u was choice), u can put *Flares or Mines*, choice Mines and load them.

To drop a mine from a scout you have to press the torpedo bombing button, just like at
manual DBing. You also have to keep your scout at the maximum height

Did you load the scouts with mines? There should be a number 1 underneath your
scout. If not, go into harbor and load your scout. That should solve it. If the . key is
not working, check the hotkeys by pressing f10.
