"unmatched ability" lvl 30 torpedoman

I'm mounting a torpedo launcher on my Gearing manned by a level 30 torpedoman, but I get
an "unmatched ability". Why? The minimum level is 21.

Could be a display bug. Try it in a battle (or test room) - it might work despite the
message.
