you need to level a sailor for a rookie pilot.

Roll a sailor and class him as "Special Forces" at lvl 12. Then at lvl 25 class him
as "Rookie Pilot". Leave him classed as a rookie pilot forever. fighter pilots and
bomber piots dont fly scouts.

Place your rookie pilot in a support slot (On the dock), and load planes in the red
circle on your ship.

If the ship can hold a airplane there should be a red circle on the ship. Click it to add
planes. It should also be listed where it shows your ammo.
